New rules for land registration will curb fraud, records will also be updated immediately, Revenue Minister Verma gave information in the workshop

Raipur . An important workshop was organized today in the Collectorate hall on the new rules of registry and 10 revolutionary changes introduced by the state government in property registration. In this workshop, Revenue Minister Tankaram Verma himself gave information about the new facilities and techniques.

The Revenue Minister termed the new rules for land registration as a historic and bold decision and said that these have been made for the convenience of the common man as per the need of the hour. The new rules for registration will prevent fraud. Mortgaged lands will not be sold and no other person will be able to register the land by standing in someone else’s place. Revenue Minister Tankaram said that for new facilities in the registration department, people will have to go to the registry office themselves and get Aadhaar verification done through biometrics using technology.

He said that work is also being done to link land records with Aadhar card in the new facilities. The government is providing easy facility to the common people for buying and selling of land by running Sugam App. Along with this, the registration fee on trees planted in the land for sale has been made zero.

The Revenue Minister also told about the process of digitizing all revenue records. He said that the state government has changed the previous rule and has taken away the right of error correction from SDM and given it to Tehsildars. Geo refreshing of land is being done rapidly in the state. Border disputes will end after its completion. Minister Verma also told that by organizing Revenue Fortnights, revenue related cases are being resolved rapidly in the state. He also told that now strict rules are being made on the matter of land acquisition for any project of the state or central government. From the time the project is proposed, all the purchase-sale, demarcation-partition of land in that area will be banned. In this workshop, Dhamtari MLA Omkar Sahu, Mayor Ramu Rohra, District Panchayat Chairman Arun Sarwa, State Backward Classes Commission Chairman Nehru Nishad, Prakash Bais, former MLA Inder Chand Chopra, Ranjana Sahu along with Collector Abinash Mishra, SP Suraj Singh Parihar and other public representatives, officers, employees and journalists were also present.

The Registration Department has also introduced 10 new facilities in the software for the convenience of the general public and security of documents. In these, to prevent fake registration, the Aadhar verification facility will identify the buyer and seller directly through Aadhar number and biometric, which will enable effective control over the incidents of fake registration. By entering the Khasra number with the registry search and download facility, information about the previous registration of the property can be seen and registry documents can be downloaded. With this, buyers will get information about disputed or mortgaged land in advance. With the online encumbrance certificate facility, the status of loan, mortgage or previous sale on the property can now be easily known through online encumbrance certificate. This certificate is mandatory for many government works and for getting a loan from the bank. With cashless payment of stamp and registry fees, now stamp duty and registration fee can be paid together in a cashless manner through UPI, debit card, net banking etc. Earlier, both were paid in cash at different places. Slot booking for registry, status of documents, notification of completion of registration and copy of registry will be automatically received through WhatsApp. Along with this, complaints and feedback related to registry can also be given through WhatsApp. DigiLocker Services Registered documents will now be saved in digital form in DigiLocker, which can be downloaded anytime as per requirement.

The parties will now be able to create their registry documents themselves. For this, they will have to fill in the information on the Digi Doc service. After filling in the information, the registry document will be automatically generated and will be submitted to the sub-registrar in digital form.

Along with this, through DigiDoc service, non-registered documents like lease deed, affidavit, contract can now be prepared online with digital stamp from home. Now the parties have also started getting the facility of registration from home. Document creation, stamp payment and registry process can now be completed completely online from home. Currently, this service has been started in 10 types of documents like rent agreement, mortgage deed etc. There is a provision of registration through home visit and immediate appointment, with registration fee of only Rs 500 in family donation, right renunciation etc. Automatic transfer will also be done with the registry. As soon as the registry process is completed, the name of the concerned buyer will be automatically recorded in the revenue record. For this, there will be no need for separate transfer application, fee or long wait, which will save the time, effort and expense of the citizens.
