Three-tier Panchayati Raj institutions are the basic link of rural development. I was a Panch for five years and also got the opportunity to assume the responsibility of Sarpanch unopposed. If you do good work while performing your responsibilities, you will always get the love of the public and you will be able to play a big role in the development of the village. Chief Minister Shri Vishnu Dev Sai said this while addressing the Panchayat representatives and villagers by virtually launching the ‘Atal Digital Suvidha Kendra’ from the capital Raipur today. He said that this scheme, started on the special occasion of Panchayati Raj Day, will bring digital revolution in the rural areas of Chhattisgarh and the reach of government services and schemes of the state will be easy to the common people. On this occasion, the Chief Minister launched the More Gaon More Pani Maha Abhiyan in 11 thousand 693 Gram Panchayats of the state for the purpose of water conservation and administered oath to the Panchayat representatives and citizens while calling for water conservation.  

              Chief Minister Shri Sai, while extending his greetings on National Panchayati Raj Day, said that panchayats are the roots of our democracy and strengthening them is our top priority. He said that Prime Minister Shri Narendra Modi had promised the people of Chhattisgarh that the facility of cash payment would be made available in the Gram Panchayats, so that the villagers do not have to go to the bank branches. Today, fulfilling this guarantee of Modi, Atal Digital Suvidha Kendra has been launched.
He said that our elderly pensioners, mothers and sisters benefiting from the Mahtari Vandan Yojana, Annadaata farmers will now get the facility of withdrawal of the amount received from DBT including PM Kisan Nidhi in the village itself. Shri Sai said that now the villagers will not have to travel long distances to the bank and along with time, the money spent on their travel will also be saved. The Chief Minister said that government services like caste, residence, birth, death certificate, pension schemes, ration card will also become easy and convenient for the villagers. Shri Sai expressed confidence that this scheme will strengthen the Digital India Mission at the grassroots level and transparent and accountable governance system will be promoted in rural areas. He informed that today this system has been started in 1460 Gram Panchayats and in the coming time this scheme will be expanded.
          The Chief Minister said that the ground water level in the state is continuously decreasing and for the purpose of water conservation, More Village More Water Maha Abhiyan has been launched. He told the Panchayat representatives that all of you have to work seriously in the direction of water conservation. Along with rain water harvesting, we will have to move forward in the direction of adopting measures like water harvesting. Only through these efforts will we be able to overcome the water shortage in the state in the coming time. Chief Minister Shri Sai said that today Prime Minister Shri Narendra Modi has released more than Rs 300 crore of PM Awas to 51 thousand families of the state. The Prime Minister is constantly concerned that all needy families get a permanent house. He informed that the survey of Awas Plus Plus is going on and by expanding its scope, provisions for some additional exemptions have also been made. The Chief Minister talked about taking advantage of the scheme by participating in the survey and asked the Panchayat representatives to also spread its information to the general public.
      Deputy Chief Minister Shri Vijay Sharma today greeted the people of the state on the occasion of National Panchayati Raj Day. In his address, the Deputy Chief Minister said that Atal Digital Suvidha Kendra will strengthen the reach of digital services in rural areas. Through these centers, citizens will easily get birth-death certificate, income-caste residence certificate, land documents, digital payment and many services of e-district at the Gram Panchayat level. He said that in the first phase, this facility is being started in 10 Gram Panchayats of each district and in the next six months, these centers will be established in more than 8,000 panchayats.
     Deputy Chief Minister Mr. Sharma said that water conservation is the biggest need of the day. More Village-More Water Campaign has been started to revive traditional water sources, harvest rainwater and restore groundwater level. Water conservation schemes will be made in every Gram Panchayat with the participation of citizens and their implementation will be ensured. He urged the Sarpanchs, Janpad and District Panchayat members to identify water sources in their respective areas and work actively towards their reconstruction and conservation.
     The Deputy Chief Minister said that Panchayati Raj is the root of democracy and the backbone of village development. He called upon the Panchayat representatives to take a pledge to take the benefits of the schemes to the last person and ensure that no eligible person is deprived of government facilities. He also said that a list of incomplete houses under the Pradhan Mantri Awas Yojana will be prepared and their timely implementation will be ensured.
   On this occasion, Chief Minister’s Secretary Mr. P Dayanand, Secretary Panchayat Mr. Bhim Singh, Director PM Awas Gramin Mr. Taran Prakash Sinha along with officers and employees and Panchayat representatives, beneficiaries and common people from various districts of the state were present virtually.

Chief Minister interacted with the beneficiaries and public representatives of Atal Digital Facility Center

     On the occasion of the inauguration of Atal Digital Suvidha Kendra today, Chief Minister Shri Vishnu Dev Sai held a detailed discussion with various beneficiaries of Surajpur, Dhamtari, Bastar, Kabirdham, Raigarh and Jashpur districts about the scheme. He said that this scheme has been started for the convenience of the villagers and its information should be given to as many people as possible.
       Mrs. Sumni Baghel of Nangur Gram Panchayat of Bastar district told the Chief Minister that she receives an amount of Rs 1 thousand every month from Mahtari Vandan. Which she is depositing in the post office so that she can get a laptop for computer class for her daughter studying in class VIII. With the opening of Atal Digital Suvidha Kendra in her Panchayat, now she will not have to travel a distance of 18 to 20 kilometers for money transactions nor will she have to stand in long queues of the bank. She thanked the Chief Minister and said that with the inauguration of the center, both money and time are being saved. Similarly, Mrs. Chetna Dewangan of village Achota of Dhamtari district told that today she has withdrawn Rs 2 thousand from Atal Digital Suvidha Kendra. While thanking the Chief Minister, he said that since the Suvidha Kendra has opened in the village, they will no longer have to face the same problems as before for withdrawing money. Talking to Sakina Begum of Bhaiyathan Panchayat of Surajpur district, Chief Minister Shri Sai said that today we have fulfilled another guarantee of Modi. With this, you will get the facility of cash withdrawal of the amount received from the government schemes in the Panchayat itself. Similarly, Smt. Subhadra Sao of Tamnar Panchayat of Raigarh told the Chief Minister that she teaches tuition to her daughter from the amount received every month from Mahtari Vandan Yojana and now she will be able to withdraw money easily in the village itself.
